Look, that didn't work with your neighbor, and that's not going to work with you guys. The war in Iraq is over and they still didn't find any WMD. Does that even matter? Hell no. The Neo-Con blood lust is up, and don't think for a moment that a little bit of reason or evidence is going to get in the way of the war machine. For example:
Reports that top officials in the administration of President George W. Bush will meet Tuesday to discuss U.S. policy toward Iran, including possible efforts to overthrow its government, mark a major advance in what has been an 18-month campaign by Neo-conservatives in and out of the administration.
18 months and they haven't manufactured the reason yet? Well, I'm not too worried about the wait (they've been busy apologizing for Iraq). I'm sure Gulf War III is just right around the corner.

Unlike the American GPS system, Galileo will be under full civilian control.

I'm at a loss as to how this is advantageous. The DOD hasn't used Selective Availability (SA) since Clinton got it tossed out, at which point the processor error went down from about 40 yards to about 7. How is the European GPS going to be that much better? Is there some reason to think that "full civilian control" won't totally mess it up? The DOD has done an excellent job with it in the 10+ years they've made it available to the public.
And 1 meter resolution better? I doubt it, and that's an awfully big price tag to pay when the DOD's GPS is basically free to the entire world.

I mean, free as long as you're not an American tax payer.

You have decided not to live in captivity another day. So you decide to head out. You probably don't know where you're going, and you don't know what you're going to do when you get there, but you're sure it has to better over the hill.

So after about 40 days of travel, some 800 miles, presumably all on foot, some asshat in Alabama spots a rusty tag affixed to your neck, and the next thing you know, you're on your way back to captivity.

I'm sure Norman didn't know what he was getting into in Alabama, and that's the only part of this story that doesn't fit. He decides to leave Kansas, but he ends up in Alabama? Maybe he was headed to Florida when the computer nerd ruined his vacation. Wouldn't be the first time a computer nerd has ruined it for the rest of us.
