Unlike the American GPS system, Galileo will be under full civilian control.

I'm at a loss as to how this is advantageous. The DOD hasn't used Selective Availability (SA) since Clinton got it tossed out, at which point the processor error went down from about 40 yards to about 7. How is the European GPS going to be that much better? Is there some reason to think that "full civilian control" won't totally mess it up? The DOD has done an excellent job with it in the 10+ years they've made it available to the public.
And 1 meter resolution better? I doubt it, and that's an awfully big price tag to pay when the DOD's GPS is basically free to the entire world.

I mean, free as long as you're not an American tax payer.
